MINISTRY of Education, Science and Technical Education has issued a document on elimumsingi of charge and provide a list of 11 primary government that is concerned with the provision of free primary education was announced by President John Magufuli. Elimumsingi comprises pre-primary education, primary and secondary which will start January.
In the Epistle Education No. 6 of 2015 regarding the implementation of free education in primary and secondary schools, the ministry has mentioned those schools that are Olympio Primary School (Dar es Salaam); Diamond Primary School (Dar es Salaam); Oysterbay Primary School (Dar es Salaam); Primary School Iringa (Iringa) and Mkapa Primary School (Mbeya).
Another is Primary School Lighting (Mbeya); Light Primary School (Mbeya); Lupilisi Primary School (Ruvuma); Primary School Tanga (Tanga); Primary School Arusha (Arusha) and at the Well Primary School located in Arusha.
The ministry also said the document do not apply to schools owned by public agencies or public institutions that are run by processes similar to private schools. In the document, the ministry has offered the roles to be made by the same Ministry, Local Government, directors of municipal and district councils, school principals, school boards, parents and citizens.
The responsibilities of parents and guardians From January, parents must only buy school uniforms and sports, learning materials, including notebooks and pens and food to students found to afford treatment for their children.
They should also pay for the fare to go to school and return to students found to boarding students during the holidays; buy mattresses, sheets, personal hygiene kits to students who attend boarding school and living in a hostel used by the government; and denounce and report on the conduct that is contrary to elimumsingi charge.
Parents and other citizens are also required to continue to volunteer labor and resources to bring prosperity and progress of schools in local communities.
Ministry of Education, Science, Technology and Vocational In the document, the Ministry has the responsibility to allocate the money to support the development and implementation of national examinations based on the number of students; allocate funds for stabilization quality of schools and allocate money to conduct monitoring and evaluation elimumsingi delivery charge and take appropriate measures where necessary.
You just do RALG In terms of Local Government, the document directed the ministry to provide guidelines for the use of public funds for school principals, coordinating the planning and budgeting in order to get the plans and the national budget each year centered on the real needs of elimumsingi charge.

Allocate and send funds to schools for the operation and management of examinations and experiments at school, including an assessment extension, buying books, chemicals and laboratory equipment, furniture, including desks, sports equipment, maintenance of machines and installations as well as build and repair infrastructure school.
Allocating funds to schools and financing send students with special needs who are in school and special education units by providing food ie one meal a day for students with three meals a boarding students with materials and aids.
Headmasters The document called on school principals to give parents instructions regarding the type of equipment needed color pattern of the fabric of school uniforms, sports uniforms, the number and types of notebooks will use to students so that parents buy for themselves.

Involving parents, guardians, teachers and students in decisions and resolutions on various issues concerning the interests and development of the school as a whole.
Also the document has identified the roles of teachers whose main function is to manage policies and guidelines for the provision of free education. Students who are the main beneficiaries of the education process are also required to ensure the existence of the school during the period of study.
